Roger Picard was born January 13, 1935 in Montreal, Quebec. A graduate of the Metropolitan Montreal Junior Hockey League's Montreal Lakeshore Royals, Picard joined the Quebec Senior Hockey League's Granby Victorias in 1957-58 and spent the next four years as a mainstay on their roster.

Following his stay in Granby, the Montreal, Quebec native joined the Eastern Townships Senior Hockey League's Sherbrooke Castors where he spent the majority of the 1961-62 season while also competing for the Quebec Senior Hockey League's Montreal Olympics in the 1962 Allan Cup tournament.

Picard went on to play for the next five years in the QSHL with stops in Montreal and Drummondville, with whom he captured the 1967 Allan Cup.

The St. Louis Blues signed Picard as a free agent prior to the 1967-68 season and he went on to play 15 games with the Blues while spending the majority of the year with the Central Professional Hockey League's Kansas City Blues.

In 1968-69 Picard found himself suiting up for three different teams throughout the year. After stops in the Western Hockey League, the American Hockey League and the Central Hockey League in 1968-69, Picard stepped away from the game of hockey.

Throughout his career, Roger Picard played in 15 NHL games.
