Drafted by Hartford in 1992, Steven Halko played the next four years at the University of Michigan. He was named to the CCHA Second All-Star Team in 1995 and 1996, and the NCAA Championship All Tournament Team in 1996. He played the 1996-97 season with the AHL Springfield Falcons.

Halko was transferred to Carolina on June 25,1997 when the Hartford franchise relocated. He divided the next two seasons between the Hurricanes and the AHL Beast of New Haven. The 1999-00 season saw him in a Hurricanes sweater full time.
