Defenseman Francis Bouillon was born in New York state but played his Junior hockey in the QMJHL with Laval and Granby, where he was fortunate enough to captain the 1996 Memorial Cup champion Granby Predateurs before turning professional with the Wheeling Nailers of the ECHL in 1996. From there he bounced to the IHL's Quebec Rafales then landed in Fredricton of the AHL before signing a free agent contract with the Montreal Canadiens in the summer of 1999.

The departure of free agent defenseman Stephane Quintal to the New York Rangers coupled with injuries to incumbents Vladimir Malakhov and Patrice Brisebois created several openings on the Canadiens blue line and Bouillon took full advantage by performing admirably in training camp. Bouillon played 74 games for the Canadiens and posted 16 points. Despite being just 5'9 he consistently played a physical game for Montreal and provided much needed grit on their defense. The following year the addition of Sheldon Souray as well as the emergence of rookies Stephane Robidas and Andrei Markov pushed Bouillon out of the every day lineup. Though he played 29 games in Montreal, he spent the bulk of his season with their AHL affiliate in Quebec City. In 2001-02 the Canadiens were greatly improved primarily as a result of substantially upgraded team depth and an influx of veteran players. Bouillon again found himself on the outside looking in, though when he was called upon by Montreal he played solid positional hockey and again provided toughness and physical play. Upon the arrival of the 2002-03 season Bouillon's future with the Canadiens was up in the air and once training camp had ended he was left unprotected by the club and was acquired by the Nashville Predators on the Waiver Draft. Bouillon saw this as an excellent opportunity heading to a young club of increasing his ice time, but ended up only playing a handful of games before he was put on waivers and re-acquired by Montreal. Upon his return to Montreal, Bouillon continued to split his time between the NHL and AHL before playing his first full season with the club since the 1999-00 season in 2003-04.

On the international stage, Bouillon represented the U.S. at the 2003 World Championships.
